WHEREAS, the United Nations General Assembly Resolution, adopted December 20, 2013, declared 2015 as the International Year of Soils and designated December 5 as World Soil Day; and
WHEREAS, soils constitute the foundation for agricultural development, essential ecosystem functions and food security and hence are key to sustaining life on Earth; and
WHEREAS, the Arlington County Board supports sustainable urban agriculture policies and programs; and
WHEREAS, the Board appointed the Urban Agriculture Task Force which recommended a continuous cycling of soil nutrients via organic waste recovery and composting in order to supply the organic contents and soil nutrients necessary for healthy plant growth, as well as facilitating education on soils regarding their makeup and need for remediation and enhancement; and
WHEREAS, the Arlington County Department of Environmental Services proposes the collection of food wastes for compost and provides collected leaf mulch and wood mulch to residents; and
WHEREAS, other efforts by Virginia Cooperative Extension, the Master Gardeners of Northern Virginia, Reevesland Learning Center, Arlington Food Assistance Center and others support composting and other best practices for continuous cycling of soil nutrients;
NOW, THEREFORE, I, Mary Hynes, Chair of the Arlington County Board, do hereby proclaim YEAR OF SOILS AND WORLD SOIL DAY in Arlington County and urge all residents to learn more about the value of soil and methods to improve it in their homes and places of work.
