WHEREAS, Charlie Rinker devoted himself to the Arlington community with a level of commitment, principle and humanity that serves as an inspiration for us all; and
WHEREAS, Charlie Rinker furthered social justice and progressive values through his dedicated actions to strengthen human services programs, increase availability of affordable housing by founding and leading many community organizations and initiatives; and
WHEREAS, advocating for expansion of affordable housing for four decades, Charlie Rinker founded and served as president of Arlington Housing Corporation (AHC) and Affordable Home Ownership Made Easier (AHOME), and he also served for many years on the Arlington County Housing Commission and collaborated with civic groups throughout the county, and the Washington Metropolitan Region; and
WHEREAS, Charlie Rinker, through his development consulting firm, Rinker and Associates, helped local low-to-moderate income families take ownership of or rehabilitate more than 1,300 housing units; and
WHEREAS, as president of Buyers and Renters Arlington Voice (BRAVO), Charlie Rinker strengthened the community by educating, engaging and empowering tenants through working side-by-side with tenants and landlords alike; and
WHEREAS, Charlie Rinker has been honored so widely in the community for his service and leadership and received many awards and much praise for his work, including the James B. Hunter Human Rights Award and the Alliance for Housing Solutions’ Ellen M. Bozman Affordable Housing Award, and he was chosen as an honoree of the Arlington Partnership for Affordable Housing, and also named to the AHC Hall of Fame; and
WHEREAS, Charlie Rinker and Lora Rinker, his wife and love for now more than 50 blessed years, in 2004 founded Arlington New Directions Coalition, which is dedicated to eliminating the student achievement gap, preserving diversity and promoting affordable housing and workers’ rights;
NOW, THEREFORE, I, Mary Hughes Hynes, Chair of the County Board of Arlington, Virginia, do hereby proclaim January 18, 2015, as TRIBUTE DAY FOR CHARLIE RINKER In Arlington County in recognition of his contributions to affordable housing and community development in Arlington County, and that this proclamation be issued to Lora Rinker and family as an expression of the County Board’s deep respect for the very special quality of respectful, self-less and constructive leadership that Charlie consistently brought to our community.
