NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, on April 21, 2018, in Room 307, 2100 Clarendon Blvd. at 9:00 A.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing:
NOTE: Copies of proposed plans, ordinances, amendments and applications, and related planning case materials may be examined in the Zoning Office, Suite 1000; or text of proposed County Code amendments in County Board Clerk’s Office, Suite 300; 2100 Clarendon Blvd., Arlington, VA, 8 A.M. to 4:30 P.M. weekdays. The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances. The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

Z-2602-18-1 Wesley Housing Development Corporation, rezoning from R-6 One-Family Dwelling District to RA8-18 Multiple-family Dwelling District; and from RA8-18 Multiple-family Dwelling District to R15-30T Townhouse Dwelling District, for the property known as 20 N. Thomas St., 15, 19 N. Trenton St., & 4333 Arlington Blvd. (RPC #20-028-001, -002, -003, -004).
SP #446 Wesley Housing Development Corporation to construct a 115-unit multifamily residential building and 19 townhouse units, with the existing 63-unit Whitefield Commons buildings to remain; in the RA8-18 Multiple-family Dwelling District and R15-30T Townhouse Dwelling District under ACZO §5.8, §6.3, §15.5. Located at 20 N. Thomas St., 15, 19 N. Trenton St., & 4333 Arlington Blvd. (RPC #20-028-001, -002, -003, -004). The proposed density is 54.2 units per acre in the RA8-18 district, and 29.9 units per acre in the R15-30T district. Modification of zoning standards: reduced parking requirements, and increased density for provision of affordable housing and for Earthcraft Gold certification, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Low-Medium” Residential (16-36 units per acre).
THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:
SUBJECT: Ordinance of Vacation to vacate that portion of the northern half of 17th Street South adjacent to the southern boundary of Lots 1, 2 and 3, Section 2, Fairview, DB 184 PG 235 (also known as 1701 S. Edgewood Street, RPC #32-001-012), with conditions.
SUBJECT: License Agreement between the County Board of Arlington County, Virginia, as Licensor, and the County School Board of Arlington County, Virginia, as Licensee, on Portions of County-Owned Property known as the Barcroft Parking Garage located at 4200 S. Four Mile Run Drive, Arlington, Virginia (RPC# 28-001-010).
SUBJECT: First Amendment to Deed of Lease between the County Board of Arlington, Virginia as landlord and APC Realty and Equipment Company, LLC, a Delaware limited liability company t/a Sprint, as tenant for a portion of the real property located at 2400 N. Wakefield St., Arlington, Virginia (RPC 05-005-072) and known as Lee Pumping Station.
SUBJECT: Consideration of an amendment to the ordinance on precincts and polling places to move the polling place for Abingdon Precinct 022 from Fairlington Villages Community Center, 3001 S. Abingdon St. back to Abingdon School, 3035 S. Abingdon St., effective upon adoption; and consideration of a technical change to reflect that the polling place for Crystal City Precinct 006 moved from Crystal Place, 1801 Crystal Drive to Gallery Underground, 2100 Crystal Drive.
SITE PLAN AMENDMENTS:
SP# 11 CESC Plaza LP to amend site plan condition #45 to allow signs above 40 ft. to be permitted by-right provided such signs conform to the signage regulations in the Zoning Ordinance in the C-O zoning district under ACZO §15.5.3.B. Property is approximately 60,254 sq. ft.; located at 2200 Crystal Dr. (RPC# 34-020-018). No modifications of zoning ordinance requirements. Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District.
SP# 162 Bright Horizons to convert 10,868 square feet of office GFA to a child care center in the C-O zoning district under ACZO §15.5. Property is approximately 31,250 sq. ft.; located at 2000 14th Street N. (RPC# 17-013-015). Applicable Policies: GLUP “High” Office-Apartment-Hotel.
SP# 244 Verizon Virginia LLC to terminate a temporary parking use in the RA-H-3.2 zoning district under ACZO §7.5, §15.5. Property is approximately 39,635 sq. ft.; located at 400 11th Street S. (RPC# 35-001-018). The approved density is 0.65 FAR. Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan.
SP# 328 MEPT Courthouse Tower LLC for new outdoor terrace space, reduction of parking from 485 to 482, and amend site plan condition #32 (increase compact parking from 40%-42%) in the C-O zoning district under ACZO §7.1, §7.13, §15.5. Property is approximately 58,461 sq. ft.; located at 1515 N. Courthouse Rd. (RPC# 17-012-021). Modifications of zoning ordinance requirements include: parking requirements. Applicable Policies: “High” Office-Apartment-Hotel.
SP# 352 Unit Owners Assoc. of the Berkeley Condominium to amend condition #64 of the approved site plan to amend the requirements for a public access easement in the R-C zoning district under ACZO §15.5.3. B. Property is approximately 32,000 sq. ft.; located at 1000 N. Randolph St. (RPC# 14-025-078 thru -161, -163). Modifications of zoning ordinance requirements include: none requested by this site plan amendment. Applicable Policies: GLUP High-Medium Residential Mixed-Use; Ballston Sector Plan.
SP# 362 2900 Wilson, LLC to increase GFA by approx. 1,490 sq. ft. and building height by approx. 12 ft. in the C-3 zoning district under ACZO §7.19, §15.5. Property is approximately 22,537 sq. ft.; located at 2900 Wilson Blvd. (RPC# 18-011-008). The proposed density is 1.82 FAR. Modifications of zoning ordinance requirements include modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP Medium Density Mixed-Use; Clarendon Sector Plan.
SP# 386 BDC Crimson LLC to convert a portion of approved retail space to office use, reduce the building height by 8 ft., add occupiable space to the penthouse, and adjust the approved parking ratios in the C-O-2.5 zoning district under ACZO §15.5.3.B. Property is approximately 43,524 sq. ft.; located at 3901 Fairfax Dr. (RPC# 14-030-059). The proposed density is 4.5 FAR. Modifications of zoning ordinance requirements include: parking ratio, density, and other modifications as necessary to achieve the proposed development plan. PLEASE TAKE NOTICE THAT on APRIL 3, 2018, in COUNTY BOARD ROOM 307 at #1 Courthouse Plaza, 2100 Clarendon Blvd., Arlington, VA, at 7 p.m., or as soon thereafter as matter may be heard, the County Board of Arlington, VA, will hold a PUBLIC HEARING on County Manager’s Proposed Budget, which includes School transfers for Fiscal Year (FY) 2019, which begins July 1, 2018. In conjunction with hearing, testimony will be heard on Annual Action plan of Arlington’s Five Year Consolidated Plan that includes the following programs: Community Development Block Grant, HOME Investment Partnerships, Emergency Shelter Grants, Housing Opportunities for Persons with AIDS. Interested persons may comment on the Annual Plan and past performance of these programs. Interested persons are asked to provide 8 written copies of testimony. Proposed budget may be examined weekdays in County Board Clerk’s Office, Suite 300, 2100 Clarendon Blvd., 8 a.m. to 5 p.m., and is available for review at all County libraries and on County’s web site (www.arlingtonva.us).
The budget hearing is separate from the public hearing on real estate tax rate, personal property tax rate, fee changes and other ordinance changes, which will be held April 5, 2018, at 7 p.m. or as soon thereafter as matters may be heard at Room 307, 2100 Clarendon Blvd., Arlington, VA.
