FOLLOWING TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

SUBJECT: Adoption of Rosslyn Sector Plan. The proposed Rosslyn Sector Plan is a long range plan and policy document for future development and investment primarily in the Rosslyn Coordinated Redevelopment District (RCRD) within the Rosslyn Metro Station Area. The document proposed for adoption includes a vision statement, vision principles, goals, policies and recommendations addressing transportation, public parks and open space, urban design, land use and sustainability, and building form and height. The plan includes recommendations such as: extending 18th Street as a new public way through central Rosslyn; converting Lynn Street and Fort Myer Drive to two-way streets; removing the Fort Myer Drive tunnel; widening sidewalks and providing new bicycle lanes and facilities; enhancing Metrorail, bus, and potentially other transit service; improving and creating new park spaces and connections to the Potomac River; focusing future retail along defined corridors; and updating the building heights policy to maintain high priority view corridors, achieve sensitive transitions between high and low density areas, and other related plan goals. The recommendations in this plan generally pertain to the RCRD, although certain parks and transportation recommendations pertain to adjacent areas. Based on public comment received during the advertising and public hearing period, further revisions to the document may be made. Upon adoption, measures required for implementation of the Plan, including amendments to the Arlington County Zoning Ordinance, will be developed and recommended for adoption by the County Board. The proposed Rosslyn Sector Plan may be examined on the Realize Rosslyn website, www.arlingtonva.us/rosslyn

SUBJECT: Adoption of Western Rosslyn Area Plan. The proposed Western Rosslyn Area Plan is a long range plan and policy document for future development and investment primarily in the area bounded by 18th St. N, Wilson Blvd., Quinn St. North and Key Boulevard. The planning area currently contains the Wilson School, Fire Station #10, Rosslyn Highlands Park, an office building, a convenience store, and a multi-family affordable housing development.

The document proposed for adoption includes a Concept Plan and supporting elements including land use, height, transportation, open space, urban design, and sustainability. The plan includes recommendations such as: allowing high-rise mixed-use development on the County-owned parcel and an adjacent private property that may include private residential, office, hotel, and retail development and a new fire station, a new street, and public open space; building a new multi-story school, with up to 775 seats, on the Wilson School site; and a 12-story, 250-unit affordable housing development on the current Queens Court Apartments site. Based on public comment received during the advertising and public hearing period, further revisions to the document may be made. SUBJECT: Consideration of an amendment of the Master Transportation Plan (MTP) Map to add a new portion of 18th Street North west of North Quantico Street. Hitt Contracting owns three land parcels off of 18th Street North and seeks to consolidate the parcels into one lot upon which they would build a single family house. This portion of 18th Street North is not currently shown on the MTP Map. The property owner has requested that the County amend the MTP to include a new section of 18th Street North that would extend approximately 65 feet west of the street’s current terminus at an intersection with North Quantico Street. The property owner would construct the new section of street and reconstruct a portion of bicycle and pedestrian trail that currently exists in the 18th Street North right-of-way.

THE FOLLOWING TO BE HEARD BY COUNTY BOARD ONLY:

SUBJECT: Ordinance to amend, reenact and recodify Chapter 14.2 (Motor Vehicles and Traffic) of the Arlington County Code by adding subsection 14.2-8.2 to Chapter 14.2, relating to fines for use of Transitway lanes, and adding subsection 14.2-95.2 to Chapter 14.2, relating to failure to pay public transit fare. The amendments would establish transit-only lanes related to the Crystal City Potomac Yard Transitway, designate authorized vehicles, establish a $200 fine for violating the lane-use prohibitions, revise the fare evasion subsection to allow for off-vehicle fare collection, and establish a $100 civil penalty for failing to pay a public transit fare. These changes will allow enforcement of the use of transit only lanes as well as enforcement of fare evasion when off-vehicle fare collection is ultimately implemented. In addition, the hours of transit-only use are proposed to be from 5 a.m. to 10 a.m. and from 3 p.m. to 8 p.m. on weekdays.  The proposed ordinance also includes the intent to permit bicycles to use on-street transit lanes.

SITE PLAN AMENDMENTS:

SP# 328 MEPT Courthouse Tower LLC to convert approximately 1,670 sq. ft. of retail space to a conference room in the C-O zoning district under ACZO §15.5.B.3. Property is approximately 58,461 sq. ft.; located at 1515 N. Courthouse Rd.; and is identified as RPC# 17-012-021. Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan.   • Add general standards applicable to all short term uses(§12.10); and require permits for short term uses subject to approval of an application by the Zoning Administrator (§15.10);
  • Apply §13.9 signs for institutional uses to all public, civic and institutional uses;
  • Define new and existing terms; update existing definitions; delete terms no longer used; and use consistent terminology; update cross-references; remove regulations related to odor, dust, smoke, fumes, noise, vibration, trash management; add July 15, 1950 date to clarify origin of certain provisions; and other reformatting, reorganization and clarifying edits throughout the Ordinance.

SUBJECT: Consideration an ordinance to amend, reenact, and recodify Article IV (Recycling) of Chapter 10 (Garbage, Refuse and Weeds) of the Code of Arlington County, Virginia, in order to update certain definitions and expand existing recycling requirements for multi-family dwellings and commercial establishments effective January 1, 2016, to reduce the quantity of recyclable materials unnecessarily disposed and increase the County’s recycling rate as called for in the Solid Waste Management Plan. Proposed amendments would expand existing single-stream recycling system requirements to ensure that if a trash can is provided for use by tenants, customers, and visitors, and it is reasonably expected that recyclable materials would be disposed at that location, then a recycling container must be located nearby. Amendments also require proper labeling of recycling containers; ensuring that collected recyclable materials are not handled with or disposed as trash; adding compostable materials (if collected) to the reporting and invoicing requirements for multi-family and commercial properties and collection companies; giving building owners and managers additional time to provide tenants, employees and system users educational information regarding use and participation in the recycling system; standardizing language concerning the process to obtain an exemption from the multi-family and commercial recycling system requirements; streamlining the appeal process for notices and fines by revising the requirement for a hearing before the County Manager (or designee) to a review by the County Manager (or designee) followed by a written decision; and to specify the collection process for failure to pay the annual recycling compliance inspection fee and reduce fees.
